Kelly Caldwell, Partner

Kelly Caldwell is a Partner at Visions Human Resource Services, LLC and a senior human resources consultant who helps organizations navigate the “people side” of work with clarity and confidence. She specializes in practical HR support, workplace investigations, and public sector HR, partnering with leaders to resolve sensitive issues, strengthen compliance, and create workplaces where employees are treated with consistency, respect, and fairness.

My Story

Before working in HR, I spent many years in management — leading sales teams, operations groups, project work, and full departments. I loved the work, but what really energized me were the people interactions: coaching employees, solving tough interpersonal issues, and helping teams succeed.

At the same time, I saw a disconnect. HR policies didn’t always match the realities of day-to-day operations, and managers weren’t always given the tools, context, or support they needed. I moved into HR because I wanted to bridge that gap — to build processes that made sense, help leaders communicate more effectively, and ensure employees were treated with fairness, consistency, and clarity.

That perspective still shapes everything I do. Today, I work with municipalities, public sector entities, nonprofits, and businesses of all sizes. My work spans hands-on HR operations, employee relations, workplace investigations, policy development, and training. I’m often brought in when a situation is complex or high-stakes, and my role is to bring structure, objectivity, and a calm, grounded approach.

I hold advanced credentials including SHRM-SCP, AWI-CH, and IPMA-CP, as well as specialized DEI certificates focusing on veterans and individuals with criminal or conviction records. These reflect my commitment to sound, defensible HR practices that also honor the human side of work.

​

My style is practical, empathetic, and informed by real management experience. I know how policies land on a busy manager’s desk — and how to help leaders apply them well. Whether I’m conducting an investigation, advising senior leadership through a tough decision, or improving handbook language, my goal is always the same: to help organizations create workplaces where people are respected, expectations are clear, and leaders feel supported.

Outside of client work, I give back through volunteer leadership, mentoring, and community involvement. I’m always driven by the same purpose that brought me into HR in the first place: helping people and organizations navigate challenges with clarity, compassion, and confidence.

SHRM-SCP (Society for Human Resource Management Senior Certified Professional)

The SHRM Senior Certified Professional (SHRM-SCP) certification is for individuals whose work includes duties such as developing HR policies or procedures, overseeing the execution of integrated HR operations, directing an entire HR enterprise or leading the alignment of HR strategies to organizational goals.

AWI-CH (Association of Workplace Investigators Certificate Holder)

The Association of Workplace Investigators Certificate Holder ANSI National Accreditation Board accredited program assessing mastery of workplace investigations, interviewing skills, and analysis and report writing skills.

​

IPMA-CP (International Public Management Association Certified Professional)

Certification from Public Sector HR Association is the recognized standard of excellence for public sector HR professionals.

DEI: Veterans at Work Certificate (from the SHRM Foundation)

This program is specifically designed to provide actionable knowledge and tools needed to attract, hire and retain veterans and members of the military community in the workplace.
